The 2-days Intergovernmental forum “Kazakhstan – Russia. Partnership in the field of retail trade and restaurant business: experience, objectives, prospects.” went off in Almaty.
It was organized by Chambers of Commerce and Industry of Republic of Kazakhstan and the Russian Federation and National Trade Association – the largest Russian professional union, unifying more than 200 leading retail executives and restaurant companies of the country. The forum consisted of 3 component parts: the conference “Retail trade: strategies, investment, staff.” and “Restaurant business”, master classes about retail business.
Eleven progressively thinking entrepreneurs and owners of some restaurant of SKR, interested in the development of their business, in the establishment of new contacts, in getting new information about successful strategies and modern technologies of the market, took part in its work. About the criminalistical, material-engineering and ating examination.
Besides the traditional types of examination, the project-building, patent, medical, material-engineering, arting and judicial examinations can be held. the judicial examination, in its turn, is divided into criminalistical, engineering-technical, judicial-medical (also mental), biological, bookkeeping, economic, farming, ecological. The criminalistical examination is held in order to define the authenticity of customs and other documents, infringing merchandise, checking of documentary stamps of alcohol drinks, having the significance during the customs control, securities. The material-engineering and arting examinations relate to the complex examinations and are held in cases when it is necessary to get the decision of experts of different specialties for one and the same goods.
The material-engineering is held in order to define the belonging of goods to the certain class of items, and must answer the questions: what material is it made of? What are the physical, chemical and mechanical features of the materials? And also the technological criteria, influencing the examination classification of the materials. The complex examinations are held for the works of arts, within the examination of equipment, having the difficult electronic scheme. For the proper expert examination, besides the experts of CCI, the specialists (programmers, etc) are brought in, who hold the expert examination simultaneously, because the expert of one specialty can not hold the expert examination and give the entire exhaustive scientifically justified decision. The arting examination is held to define the historical, art-cultural importance of work of art and rarity. In the practice of criminalistical, material-engineering and arting expert examinations the laboratory examination is mainly needy, and the selection of samples is made for it.

On the 15-21 2007 the 63rd session of Economic and social Commission UNO of Asian-Pacific ocean region (ESKATO UNO) will take place in Almaty. The republican action "Customs - the honest dialogue" has started in the customs bodies.
In order to achieve the certain results in strife against corruption the action "Customs the honest dialogue" has started in the Committee of Customs control of FM RK and its territorial bodies; within it the participation of law machinery and controlling organs, business-society and mass media.
The purpose of this action - adjusting civilized, business relations of representatives of governmental organs and entrepreneurs, taking down of various bars and obstacles at the frontier by the way of perfection of customs legislation, providing the transparency of customs procedures and alongside the exclusion of "human agency".
The action has the multi times character. The vital questions, brought up for discussion by the Head of State to the customs bodies, will be realized systematically and on the permanent base.

The second Regional Conference "Woman and Business".
On the 15 of October the Regional Conference "Woman and Business" took place in Shymkent. The arrangement was held for the second time, aimed at communicating and exchanging of experience, strengthening of women’s role both in the family, society, and in business.

The 3rd Regional Conference “Woman and business” was held in Business Center “Altyn Orda” in Shymkent in November, 14, 2008.

The Chamber of Commerce and Industry is non-governmental and nonprofit organization rendering assistance to enterprises and entrepreneurs for the development of economy of the country, its integration to the world business system. The main directions of activity of our Chamber of Commerce and Industry are written in Law “About the Chamber of Commerce and Industry of the Republic of Kazakhstan” made on the basis of the world experience. Our organization is the example of the classic kind of the Chambers of Commerce and Industry with the legal status which is different from the same organizations. On July 15, 2009 the Head of the state signed the Law “About putting forward of changes and additions to some legislative acts of the Republic of Kazakhstan on questions of activity of chambers of commerce and industry”, which was sent for the regulation of the interrelation in the sphere of the foreign commerce.
According to this law functions of giving out certificates of origins of goods were given to chambers of commerce and industry, and functions of control were saved for Committee on Technical Regulation and Metrology of MIT RK.

The seminar on the theme “Kazakhstan on the way of the integration to the world community” for representatives of administrations of local management and business organizations was held on September 29, 2009.
The Ministry of Industry and Commerce of the Republic of Kazakhstan (MIC RK) and the Center of Development of Trade Policy (CDTP) were organizers of the meeting. Questions on the forming of the Custom Union, principles and rules of the entry into WTO and also current ways of the protection under the import of the goods were discussed in the seminar. Participants of the seminar have listened to the information about the forming United Custom Tariff because of the actuality of the question. There were more than 40 representatives from organizations of the state management, large industrial representatives and social organizations of the region in the seminar. The Management of Enterprise and Industry SKR and the territorial Chamber of Commerce and Industry of South Kazakhstan region were partners in the organization of this activity.

The procedure of handing of the first certificate of country of origin of the goods was held in the territorial Chamber of Commerce and Industry of South Kazakhstan region on October 23, 2009.
This measure was because of law “About entering changes and additions to some legislative acts of the Republic of Kazakhstan on activity of chambers of commerce and industry”, oriented to the regulation of cooperation in foreign trade. Functions of giving certificates of original goods according to this law were given to chambers of commerce and industry, and functions of the control have Committee on the Technical Regulation and Metrology of MIT RK. It was given the function of giving of certificate of original goods by Head of Department of Committee on the Technical Control and Metrology of Ministry of Industry and Trade of the Republic of Kazakhstan in SKR Zhuzenov Begimshe Beksultanovich and giving the first certificate of country of origin of the goods by Chairman of the territorial Chamber of Commerce and Industry of South Kazakhstan region Sarsenova Gulnar Zhumagulovna. The Chamber of Commerce and Industry of Kazakhstan has an optimistic view on the establishment of the United Customs Unit. “Kazakhstan business has an optimistic view on the establishment of the United Customs Unit and understands that there are minuses in this step, but pluses of the strategic character with long time period are more”, - Erlan Kozhasbai, the President of the Chamber of Commerce and Industry of RK.
The Chamber of Commerce and Industry of Kazakhstan has a view on own mission in the support of entrepreneurs. And it is very actually because of the establishment of the United Customs Unit (UCU). CCI of RK is ready to render assistance for the Kazakhstan business which plans to be in markets of countries – participants of the Unit – Russia and Belarus. Erlan Kozhasbai, the President of CCI of RK, also thinks that “Russians and Byelorussians will look at our market and as investors according to entering to UCU, so the task for our Chamber will be a support of interesting projects from Small and Middle Business. Today Business Council of the near-boundary cooperation works actively which concludes all regional chambers of CCI of RK and also which are located near the border with Russia. This year we plan 40 meetings with Russian entrepreneurs.” The Chambers of Commerce and Industry of three countries – participants establish own Association with the aim of effective support of the business. The organization must find and decide problems operatively which entrepreneurs will have in the framework of UCU, to render different assistance to enterprises, members of CCI. Experts of CCI will make recommendations for coming enterprises to markets of third countries. It is planned that there will be about 30 members in the Association on 10 participants from each side. The President of CCI of RK thinks that “it is a symbolic moment that CCI of RK has a new important role in the framework of the Custom Unit of our countries in the year of the 50 year Anniversary of the Chamber of Commerce and Industry of Kazakhstan. We have new tasks because we are a guarantor of the civilized business. We forecast that it will be the activation of CCI in the framework of three states-members because of the development of the Custom Unit, amount of applications to the Chamber of Commerce and Industry of RK from Byelorussian and Russian companies and vice versa is increased. We have an honor that we are ready to make a function of making business cooperation between representatives of business of countries – members of UCU.”

Features of movement across the customs border and committing of customs operations in attitude to separate categories of goods: - Peculiarities of customs operations in attitude to goods sent in international mail directions; - Particularly the movement of goods for personal use. 3. The order of movement of goods by individuals for personal use across the customs border of the customs union and of customs operations associated with their release: - A list of goods not related to goods for personal use; - A list of goods for personal use prohibited or restricted for import to the customs territory of the customs union and (or) export from that territory; - Goods for personal use, moving through the customs border, with exemption from customs duties; - A list of used goods for personal use, temporarily imported into the customs territory of the customs union by foreign individuals, with exemption from customs duties; - Goods for personal use, moving through the customs border with payment of customs duties and taxes. 06.10.2010. The roundtable on the topic: “The Customs Union: successes of integration”, dedicated to issues of practical implementation of the realization of the common customs area of Kazakhstan, Russia and Belarus was held in the office of the South Kazakhstan regional branch of “Nur Otan” PDP.
The following topics were considered during the round table meeting: - “Issues of macroeconomic benefits for members of the Customs Union”; - “Freedom of movement and freedom of enterprise”; - “Phased introduction of unified standards and unified legal standards”; - “Unification of national legislation” and many other questions on the Customs Codex of the Customs Union. The hearing of the territorial divisions of the executive agencies about the done work on optimization and revision of licensing procedures and reducing administrative barriers was held in accordance with the approved plan-schedule: 1. On October 22, 2010 a roundtable was held at the Ministry of Economic Development and Trade of the Republic of Kazakhstan on the topic: “Gender aspects of the development of private entrepreneurship in the Republic of Kazakhstan”.

The seminar on the program “SES - Senior Experts Service” was held in the South Kazakhstan Regional Territorial Chamber of Commerce and Industry on November 12, 2010.
SES is the Service of the German economy on international cooperation. The aim of the service is to promote international economic cooperation. Since 1983, the office has conducted more than 15,000 projects in 152 countries around the world. Under the cooperation agreement between Germany and Kazakhstan in order to promote economic development of Kazakhstan it was conducted over 400 projects with Kazakh businessmen of Almaty, Astana, Kostanay, Kyzylorda, Taraz, Aktau, Pavlodar, Petropavlovsk, Uralsk, and other. The financial support for service is provided by the Federal Ministry for Economic Cooperation and Development (BMZ) of the Federal Republic of Germany. The Service provides assistance in solving specific technical, economic or organizational problems, in learning, motivation and staff development and in establishing direct contacts with suppliers from Europe in solving many other problems. The business meeting of the trade delegation from the Islamic Republic of Iran consisted of eight specialized teams from the South Kazakhstan entrepreneurs was held in the South Kazakhstan Regional Territorial Chamber of Commerce and Industry on November 30, 2010 as part of a cooperation agreement signed between the province of Semnan of the Islamic Republic of Iran and South Kazakhstan region of the Republic of Kazakhstan.
The delegation was led by Mufid Gulami, Deputy Governor of the province of Semnan, Ali Asgar Zhomei, Chairman of the Chamber of Commerce and Industry of the province of Semnan of the Islamic Republic of Iran, and Hossein Bamiri, Commercial Attaché of the Embassy of the Islamic Republic of Iran in Kazakhstan. The trade delegation is interested very much in the South Kazakhstan region, its investment opportunities and is willing to cooperate in attracting Iranian investment. The following projects were accomplished during five years work of our Chamber:
1. The Center for Legal Support to provide free quality legal assistance to business entities and inhabitants of the Otyrar district has worked since August, 2006 till May, 2007 in the Otyrar district because of support of the Chamber of Commerce and Industry of the Republic of Kazakhstan and the Union of Lawyers of Kazakhstan. 200 people and about 50% of them were women went to the Center for Legal Support of the Otyrar district for the legal assistance during its work. Key issues requiring legal proceedings and clarification of issues related to entrepreneurship, land relations, the re-registration of enterprises, civil and administrative cases, the legalization of property and others. 2. The School of Economic Advancement of Women worked in 2009 because of the initiative of Commission on Women and Demographic Policy under the Mayor of SKR and with the support of the South Kazakhstan Regional Territorial Chamber of Commerce and Industry. More than 10 classes of the School of Economic Advancement of Women were held in towns and districts of our region. More than 200 business women from the region have participated in classes. The sociological research was done according to results and transactions “Achieving gender equality in the economy” in the Kazakh and the Russian languages were published. The training on the project TACIS – “Initiative Chamber “Go SME s GO” was held in Almaty. Such entrepreneurs from SKR as “South Kazakhstan Center of Women and Children” NGO, Women's Resource Center of SKR, Business Women's Association of SKR, Association of Agricultural Producers and processing of SKR, International Cultural Center “Yntymak”, Turkestan Teachers College - 10 (persons) have participated. 3. Traditional regional conferences “Woman and Business” were held with the Commission for Women and Family Demographic Policy under the Mayor of SKR and ShB IKO “KazMicroFinance”, Association of Business Women over the past five years. The main purpose of these conferences is the development of communication and leadership skills, raise of economic activity of women, strengthening the role of women in society, to give opportunity to conference participants to communicate and share experiences each other and to establish business connections, to gain practical knowledge in business, while maintaining family values. More 60 business women participate in the conference yearly. Chamber of Commerce and Industry offers its members and interested organizations to a wide range of services in all areas of business: an independent examination, evaluation of movable and real estate, legal services, information search services to establish contacts between Kazakhstan and foreign businessmen on foreign trade. Agreements on foreign economic activity have been signed with the Chamber of Commerce “Denizli” of the Republic of Turkey, with the Chamber of Commerce and Industry from Sogdisk region of the Republic of Tajikistan, and the Saratov region of the Russian Federation. International events have been held with members of the South Kazakhstan Chamber of Commerce and Industry, Foreign Economic Relations and information over the past five years About 10 organizations of the region in Kazakhstan, more than 40 organizations have been participated according to the Chamber of Commerce and Industry.

The meeting of consulting council on customs policy under DCC
on SKR KCC MF RK on January 20, 2011
The following issues were reviewed and discussed on the agenda: 1. “On the order of filling the customs declaration on vehicles engaged in international transportation”, T. Mirzagalikov, Head of Customs Control Organization Department DCC on SKR. 2. “On the procedure for declaring goods and means of transport”, G. Ayazov, Head of Control Customs Regime Department DCC on SKR. 3. “The form and procedure for completing of the transit declaration”, E. Uzbekov, Head of Control and Pre-operative and Customs Escort Department DCC on SKR.
Results of work DCC on SKO for 2010 were summarized. Some work in main directions was carried by DCC on SKO in 2010. The foreign trade turnover has amounted 2 billion 920 mln. USD (2009-3 billion 249 million USD).
24 billion 400 million tenge were earned to the budget, a forecast is executed on 111.4% (forecast is 21 billion 956 million 672 thousand tenge).
As a result, the control of the customs value of goods and codes 799 million 340 thousand tenge were recovered additionally (2009 is 2 billion 404 million tenge). 4 736 decisions on the classification of goods (2009 is 4335) were issued.
The budget has been paid through POS Terminal CPandT 12 billion 300 million tenge (2009 is 9 billion 400 mln. tenge. The position was increased on 19.2%.
To create an enabling environment conditions for participants of FEA providing with high efficiency of customs control and acceleration of customs procedures it was formalized 7271 CPW (customs pay warrant) that 6020 CPW more than last year (2009 is 1251 CPW).
Of the total 76% of GCD is done on the principle of “day to day”, 22.3% is preliminary declaration.
Construction of IIS (inspection-ray inspection systems) at the customs post “Kaplanbek” was completed and at nearing completion on “st. Saryagash”.
Installation of AMSDG (automated monitoring system for delivery of goods) on “Kazygurt” and “Kaplanbek” posts (2 units) was completed. A test of weighing equipment is in the progress.
Installation of ECP (electronic check point) on “Kaplanbek” and “Konysbaeva” posts was completed. Now there is configuration of the equipment.
Scan-passenger equipment is installed and functioning on 5 posts such as (‘Kazygurt”, “Jibek Joly”, “Kaplanbek”, “B Konysbaeva”, “st. Saryagash”) of the Department.
6 units of roentgen TV equipment were commissioned on 5 near-boundary posts such as (‘Kazygurt”, “Jibek Joly”, “Kaplanbek”, “B Konysbaeva”, “st. Saryagash”) of the Department.

Summation of results of regional competition - exhibition “The Best Product of Kazakhstan” was held in the regional “Gallery of Artists” on August 05, 2011.
The competition is held in accordance with the Decree of the President of the Republic of Kazakhstan dated from October 9, 2006 № 194 “On competition for the award of the President of the Republic of Kazakhstan “Altyn Sapa” and the national competition - exhibition “The Best Product of Kazakhstan”, and the decision of administration of South Kazakhstan region № 277 dated from August 03, 2010 “On an annual regional competition - exhibition “The Best Product of Kazakhstan”. The organizer of the regional competition-exhibition “The Best Product of Kazakhstan” was presented by the Regional Management of Entrepreneurship and Industry. Cherkasova O.I., Head of Legal Department of SKR CCI participated in this event. The main objectives of the competition are: 1. activization of activity of legal entities and natural person, improvement of the quality of domestic products; 2. support of filling of the market of Kazakhstan by high quality and competitive products; 3. creation of conditions and support of a wide adoption of modern management methods and quality assurance based on domestic and international standards; 4. attraction of the attention of state agencies, industrial, commercial and public organizations to the need to solve quality issues; 5. popularization of idea of the quality among the population. Questions were reviewed and discussed on the agenda: 1. The concept of creating of the integration information system “One window for export and import operations”; 2. New using orders according to customs control of goods at the customs border of the Customs Union; 3. Customs clearance of goods and vehicles, new solutions of the Customs Union on customs control; 4. The use of reference information for the classification of goods according to the commodity nomenclature of participants of Foreign Economic Activity of the Customs Union. 5. Exchange of views.
Agabekov Sh.L., Head of DCC on SK and KR gave a brief overview of the tasks for the customs authorities:
- inpayments of customs duties and taxes on sum 20 billion 556.8 million tenge (compared with the previous year, it was transferred more than 5 billion 192.8 million tenge) were transferred to the budget by DCC on SK and KR on January – July, 2011; - the actual inpayments were 200 million 424 thousand tenge, on import duties in terms of 192 million 751 thousand tenge; - the customs declaration was made on 20 116 vehicles (sum of recovered aggregate customs payments to the budget of customs pay orders accounted for more than 4 billion tenge); - it was confiscated goods on sum 29 million 324 thousand tenge, fined more than 18 million 509 thousand 313 tenge; - additional customs duties and taxes on sum 4 billion 327 million tenge, etc. were charged again on results of the post - customs control.

76 certificates of origin to domestic supplier works and services to participate in an open competition for government procurement were prepared and given by lawyers in interaction with experts from SKR CCI in the current year as at 01.10.2011, 8 of them in September of this year.
Work for conclusion contracts was made during worked over period:
- 372 contracts “On the provision of consulting services” were signed to verify, analyze and prepare conclusions on compliance with “Rules of origin of goods, preparation and issue of the examination of origin, registration, legalization, certification and issuance of certificate of origin”, including 73 of them in 2011, and in January – 25, in February – 10, in March – 4, in April – 7, in May – 3, in June – 10, in July – 9, in August -1, in September – 6.
- 346 contracts “On the provision of consulting services” were signed to verify, analyze and prepare conclusions on compliance with “Rules of origin of goods, preparation and issue of the examination of origin, registration, legalization, certification and issuance of certificate of origin”, including 39 of them in 2011, and in January – 25, in February – 10, in March – 4, in April – 7, in May – 3.
- 91 contracts “On the provision of expertise, evaluation work and cooperation agreements” were signed in 2010, 71 contracts – in 2011, including 8 in September.
- 96 contracts “For realization of an expertise to determine the country of origin” were signed including 66 contracts in December 31, 2010. 31 contracts were signed in 2011, including: in January - 8 organizations, including 3 organizations renewed the contract for another term; in February - 7 organizations, including 5 organizations renewed the contract for another term; in March - 5 organizations, including 5 organizations renewed the contract for another term; in April - 3 organizations, including 2 organizations to renew the contract for another term; in May - 1 organization, in June - 4 organizations, in August - 2 organizations., in September – 1 organization.

A solemn event to lay the foundation of pharmaceutical capsules in the complex for the production of sterile infusion solution for intravenous infusion, according to the standards of GMP EU was held on October 19, 2011. Sarsenova G.J., Chairman of SKR CCI has participated in the event.
The event was organized by “Renovation” Company under the state program “Salamatty Kazakhstan” on developing health protection in Kazakhstan for 2011 - 2015 years. Company “Renovation” launched construction of a new pharmaceutical complex for the production of sterile liquid dosage forms for intravenous honoring the twentieth anniversary of the independence of the Republic of Kazakhstan.

The meeting of Sarsenova G.J., Chairman of SKR TCCI with Nurdauletov B., a representative of Department of Trade Relations “ASYL-INVEST” JSC on “The People's IPO” program started in the current year was held in South Kazakhstan Regional Territorial Chamber of Commerce and Industry on March 14, 2012.
This program was created according to the direct order of Nursultan Nazarbayev, President of RK expressed during the XIII Congress of Nur Otan Party. “The People's IPO” is a program to withdraw the 10 largest shares of the national companies - KazTransOil, KEGOC, Air Astana, KTG, Kazmorflot, SamrukEnergo, Kazakhstan Temir Joly, Kaztemirtrans, KazMunayGas, Kazatomprom to the stock market of Kazakhstan. Shares of these companies will be offered for purchasing for a wide range of customers, about 160 000 people will be involved during this time.
The issue of the possibility of signing of an agreement to implement of “The People's IPO” program was considered during the meeting.
